Checks and Balances are the categories used to describe the limits on government. Every limit on the power of government may be understood and referred to either as a check, or a balance.

Checks are the elements that simply and directly hold back a particular governmental entity from its use of power. Checks have the effect of slowing, delaying or preventing the actions of the government. Balances on the other hand, refer to a relationship between two or more domains.
